Minister Murasira Calls for Citizen-Centred Service Delivery in Nyaruguru District
On Friday, July 31, 2026, the Minister in Charge of Emergency Management, Maj. Gen. (Rtd) Albert Murasira, who also serves as the Government Representative (Imboni ya Guverinoma) for Nyaruguru District, participated in the District Coordination Committee Meeting, where district leaders and stakeholders reviewed key development priorities and agreed on measures to strengthen service delivery and improve the well-being of citizens.
The meeting brought together district leaders and development partners to discuss practical solutions to challenges affecting the district, including the fight against substandard and dangerous alcoholic beverages, increasing enrolment in Community-Based Health Insurance (Mutuelle de Santé), preparations for the rollout of the national digital identity card registration exercise, implementation of the school feeding programme, and other priority Government initiatives.
Participants also reviewed the implementation of the 2025/2026 Imihigo (performance contracts), recognized outstanding performers for their achievements, and signed new 2026/2027 Imihigo, reaffirming their commitment to delivering quality services and accelerating the district's socio-economic development.
Addressing participants, Minister Murasira underscored the importance of protecting public health by tackling the growing challenge of unsafe alcoholic beverages while ensuring that every eligible citizen is enrolled in Community-Based Health Insurance.
"Protecting the health and well-being of our citizens is a shared responsibility. We must intensify efforts to eliminate dangerous alcoholic beverages that threaten lives and livelihoods, while ensuring that every eligible Rwandan enrolls in Community-Based Health Insurance. No one should be denied access to healthcare because they are uninsured. Preventive action and collective responsibility remain the foundation of resilient and healthy communities," said Maj. Gen. (Rtd) Albert Murasira, Minister in Charge of Emergency Management.
The Minister further urged district leaders to remain committed to implementing Government programmes with citizens at the centre, emphasizing that leadership should be measured by the positive impact it has on people's lives.
"Our performance will be judged by the results we deliver for citizens. I encourage every leader to honour the commitments made through the 2026/2027 Imihigo by putting the citizen first. Let us strengthen community mobilization to ensure broad participation in key Government programmes, including the digital national identity registration exercise and the school feeding programme, as these initiatives are essential to improving service delivery and the welfare of our people," Minister Murasira said.
The meeting concluded with a renewed commitment from district leaders and stakeholders to strengthen collaboration in implementing the agreed priorities, with particular emphasis on safeguarding public health, improving access to essential services, and accelerating socio-economic development across Nyaruguru District.
