This document is the Stakeholder Engagement Plan (SEP) which was developed as part of the preparation documents for Jya Mbere (the Socio-economic Inclusion of Refugees and Host Communities) Project in Rwanda (SEIRHCP). The project targets six districts hosting refugee camps in Rwanda namely Kirehe (Mahama camp), Gatsibo (Nyabiheke camp), Gicumbi (, Gihembe camp), Karongi (Kiziba camp), Nyamagabe (Kigeme camp), and Gisagara (Mogombwa camp).
This project aims at improving the access to basic services and economic opportunities, and support environmental management for refugees and host communities in the target areas in Rwanda. The achievements of the Project Development Objective will be measured against the following indicators:
- Beneficiaries with access to social and economic services and infrastructure, disaggregated by type of service and target group, including refugees/host community members (number);
- Beneficiaries accessing economic opportunities, disaggregated by type of opportunity (waged employment and entrepreneurship), gender, and target group, including refugees/host community members (number)
- Direct project beneficiaries (number), of which percent of females (percent), disaggregated by refugees and host community members
- People provided with improved environmental conditions in refugee hosting districts (Unit: Number; Frequency: Annual; Data Source: PCU, main service provider, District government, and other service providers reports; Responsible: PCU)
